This paper will cover the technical aspects of the design and functional requirements for the City of Los Angeles' storm water runoff application. This application is quite possibly one of the first GIS implementations of storm water runoff modeling. This paper will discuss the assumptions used within the modeling parameters, the limitations of the modeling process, and the modeling process itself. Functional requirements of the application to be discussed include, but are not limited to, upstream drainage basin selection, land use modification, and rainfall and pollutant loads displayed by the hour, day, week, or year.
