Low-Cost GIS Databases

The automated extraction of information from hard copy maps and graphic sources can provide a low-cost method for populating or updating GIS databases. In the past, the purpose of the paper map (to serve as an input for human vision) has prevented this objective from being achieved. However, the revolution taking place in the computational sciences has led to the implementation of an efficient, trainable, data extraction process. An easily used interactive interface provides the mechanism for a transparent process which rapidly learns, by example, each kind of map object to be recognized and extracted. A very clean output can be used by ArcScan as an input for vector conversion. With minimal editing, the result is a GIS database that can be used for any desired purpose. The process can be easily adapted to specific kinds of paper map and image scanner combinations. The latter can range from low-cost desktop scanners to large-capacity drum and flatbed scanners that support the transformation of large quantities of map data.
