MERCOSUR New Regional Cartography

The Latin America integration process has reached a new relevant geopolitical, social and economical reality in March 1993 with the MERCOSUR (South Common Market) treaty signature. Argentina, Brazil, Paraguay and Uruguay are the significant countries. The MERCOSUR statical synopsis book (MERCOSUL, Sinopse Estadmstica, Rio de Janeiro - 1993, page 265) established the urgent regional need of a Territorial Information System implementation. It is recognized as the appropriate way to document and register the territorial structures and its spatial, economical, demographic and environmental dynamics. The book also establishes that the system viabilization, facing the new public administration and private sectors requirements of information, can only be implemented using GIS technology.

Our company, who was the first one using ArcInfo in the country, took the challenge and developed a core group of new regional views, to be used by decision makers, educators and general public, mounted over ARCVIEW 2.0. This work was presented to the Sectorial Uruguayan Committee of Mercosur, who invited GESUR to present the system to the public, in front of the President of Uruguay and other national and local authorities in San Jose City, Uruguay, on February 9, 1995. The purpose of this paper is to present this new regional system.
