Geographic Information Systems Applied to Cadastral and Urban Planning

Columbia and especially Cali, started the implementation of multifunctional cadastral GIS databases. The creation of this system originated the need of both a cartography with a specific exactness and content as well as the design of an efficient relational data model that would allow the linkage of both.

High Quality Geographic Data

A new cartography for the Municipality of Cali had to be planned and carried out, in order to comply with the requirements of the GIS. The cartographic data structure had to conform with the cadastral needs, as well as complimentary information had to be satisfactory to the requirements of the other institutions of the SIGCALI project.

The properties of the digital map are structured with the aim to achieve an intelligent plan, e.g. the restitution of each cartographic layer should have an associated database with a minimum of identifiers, area and perimeter. With this in mind the municipal cadastre created a digital map with 25 urban layers and 21 rural layers of information.

The operation of a GIS with a multipurpose database requires a commonality in the cartography, making the SIGCALI project create a unique map library that comprehends all municipal departments of Cali, designing and implementing for each a unique complimentary attribute database.

The Cadastre

The municipal cadastre has been developing GIS applications, that allow the increase of performance in the cadastral processes like:
