For a long time, one of the National Land Survey's duties, as an authority, has been to answer for the preparatory work that preceeds the general real property assessment. The duty implies extensive analyzing of the real property market, creating of valuation models and the preparing of proposals for division of areas according to value and value levels. At the preparatory work, preceding the general assessment of one- or two-family houses in 1996, a new computer-support, GISTAX, was required. GISTAX has been developed in Avenue which is used for the analyses of purchase data and real property data as well as for changes of the boundaries of valuation areas.
