Investment Projects Control System for the 20 localities for the city of

Santa Fe de Bogotá, Colombia

Abstract





         GIS: Tool for local development of Santa Fe de Bogotá





Objective :  Based on the Forming City Plan - Formar Ciudad - ( 1995-1998 ) 

of the City Major Antanas Mockus and with the purpose of contributing to the 

planning and the control of projects, the Cadastre  developed a prototype 

design as a tool that permits to the Central administration and the distrital 

enterprises to do a georeferenced information analysis  for a better handling of 

the plans, their execution and  the integrity of the data.



For this project the following resources were used : 



       - Digital Cartography of Bogotá

       - ArcInfo Software

       - Arcview 2.1 for Windows

       - 486 Microcomputer



Body 



To provide  an alternative for project planning that facilitates the analysis and 

control  of the investment projects , in order that Distrital

Institutions can satisfy timely, efficiently and accordingly to priorities the needs 

of the city habitants  using the available information, existing resources  and the  

tools that facilitate these analysis, planning and control.



Taking as base the graphic information provided by the Digital map of Bogotá 

and according to the information about the investment projects to be executed 

in each of the localities  the following procedure was followed using 

workstations and computers with ArcInfo software , ArcInfo and Info 

modules.



It was decided to work with projects regarding citizen culture and environment 

to be executed in the localities of Rafael Uribe  and Puente Aranda ( according 

the political-administrative  division of Santa Fe de Bogotá, Capital District )



It was determined a key association between the graphic and alfanumeric that 

for this case it was considered like a combination between the number of the 

locality , the project initials and its consecutive number.



Once the levels were defined, the georeferentiation was done taking as the base 

the layers of the localities, the street layer and the  blocks and a new level was 

created were only the projects to be executed are contained,  showing the 

location of the point or line  and ading the item key, so that through it is 

connected to the data base .



Once the graphic and alfanumeric parts are organized and structured, the 

conformation of the system is done through the use of the Arcview module ; in 

this same module one proceeds to do the corresponding analysis  to test the 

information and the system. In addition and after the tests have been done , the 

maps are done.



Conclusion



Consolidation of a GIS that permits the georeferentiation of the points over 

which the priorities are located and its actions over each one of the localities of 

the Capital District, the analisis through which the existing ( execution level 

and investment) actions of each responsible institute , greater degree of action 

according to priorities and determinations over procedures to follow .
