From Start to Finish: Steps in a Comprehensive GIS Program Implementation  Paper Text

Defining Issue: Building on the successes of other counties, establishing a coordinated County GIS program that addresses and expedites multidepartmental and organizational needs. GIS Solution: Baltimore County uses Esri- and Oracle-based products to create, manage, and utilize GIS data layers. Methodology: Baltimore County is developing an enterprise GIS program to introduce, promote, and dispense GIS technology to County departments and organizations. As part of this effort, the County is creating planimetric, topographic, and cadastral data layers at 1"=200' scale. To successfully establish this new technology, County staff and organizations have developed and completed six implementation stages, as follows: (1) database design, (2) database creation, (3) QA/QC operation, (4) tile edgematching, (5) ArcStorm database development, and (6) internal and external data dissemination. Baltimore County anticipates developing future stages, such as application development, Oracle integration, and data maintenance, as part of the GIS program. Software: Baltimore County uses ArcInfo and ArcStorm along with Oracle for data management and updates. Also, the County uses ArcView and specific Esri-based applications, on Windows and UNIX platforms, for data applications.
