The City of San Diego's Process 2000 Project: The Project Tracking System

Defining Issue: The City of San Diego needed to improve the consistency, quality, and timeliness of land development application reviews. To do so meant not only automating the necessary data, but also re-engineering the whole land review process. One result of the re-engineering was the desktop application that would allow easy access to almost 100 GIS layers, hundreds of tables, digital orthophotos, and geo-referenced scanned documents. Purpose: The purpose of this paper is to illustrate application functionality, to share unusual MapObjects techniques that were employed, and to share solutions and highlight problems in developing permit review systems. Software: The application was written using Powersoft's PowerBuilder, Esri's MapObjects, and Oracle Corporation's Oracle Server.
