Zoning Information and Map Access System (ZIMAS)
Defining Issue: City planning zoning maps and related zoning information need to be distributed electronically to remote locations through an easy-to-use query system.GIS Solution: The Los Angeles City Planning Department has developed a pilot "Big Button" parcel-level zoning information and map display system. The code name "Big Button" refers to a nonintimidating system that requires little or no computer skill, a minimum of typing, and extensive use of point-and-click big buttons.Methodology: Access to a personal computer database is accomplished through a main menu of five big buttons labeled: (1) House Address, (2) Nearest Intersection, (3) Mapbook-Page-Parcel, (4) Legal Description, and (5) Map Access. The first four buttons require the user to input the necessary geographic identifier. The fifth button assumes that the user has a geographic sense of the community and neighborhood being queried. When the user points and clicks on one of thirty-five communities of a citywide map, a more
detailed view of the community is displayed. The user then points and clicks on one of several mapsheets that comprise the community, and the system hones in on a neighborhood. The neighborhood map displays double line streets and clearly delineated parcel boundaries at a scale of approximately one inch equals 100 feet. By clicking on a specific parcel, the user views a crosshatched parcel with color-coded zoning, and tabular information on an adjacent frame. Parcel information for all buttons includes house address, assessor's parcel number, legal description, mapsheet number, parcel area, zoning designation(s), planning-related case numbers, and an option to display up to thirty-one zoning and environmental data elements. The user is also able to zoom in, zoom out, and pan in four directions. The screen also displays a legend of eight zoning color codes.Software: Using MapObjects Version 1.0 and PowerBuilder 5.0 on a Windows NT 3.51 platform, DCP has developed a live demonstration of parcel-level
mapping for the Northridge community of Los Angeles. Presently the Department is an Esri MapObjects Version 1.1 beta tester and is experimenting with WindowsNT 4.0. Data come from the City's Bureau of Engineering, Department of Transportation, City Clerk, Los Angeles County Assessor's Office, and DCP. A future challenge of this application is to access ZIMAS through the Internet and distribute graphical data efficiently.
