GIS Aided Urban Aquatic Environmental Planning and Assessment for Jinan City

Defining Issue: Environmental planning and assessment used to take a long period of time in China, especially when carried out in major cities. The output of such planning as well as assessment often remains static and is hard to upgrade according to the ever-changing urban aquatic environment. GIS Solution: The Department of Environmental Engineering, together with the Jinan Environmental Protection Bureau, partly under the auspicious of the Chinese Natural Science Foundation, developed a PC-based GIS application to assist the planners as well as the policy makers within this process through intuitive and easy-to-update information. Methodology: The GIS-Aided Urban Aquatic Environmental Planning and Assessment (UAEPA) application allows the planners as well as the policy makers to get current historical urban aquatic environmental information in an intuitive way, through many tools provided by ArcView and the integrated modules. Important decisions pertaining to the demarcation of aquatic function zone, pollution load allocation, as well as the selection of the pollution prevention measures could be made through interaction with the user-friendly interfaces. Software: The application was written using FoxPro, Visual Basic, and Avenue. The purpose of this paper is to highlight the application and its functions, as well as to review the theoretical and technical challenges encountered during the development and integration of the modules of water quality as well as pollution load allocation and so forth into the GIS aided UAEPA application environment.
