Development of a Rule-Based Activity Planning System for Natural and Cultural Resource Management on a Department of Defense Facility  Paper Text

Defining Issue: Fulfilling the military mission at a DoD facility while simultaneously mitigating impacts on protected natural and cultural resources can be a difficult challenge. This problem is exacerbated when resource planners (1) have limited available hardware and software, and (2) protected resources have disparate spatial and temporal distributions and relative importance. GIS Solution: The University of Arizona ART Group is developing an ArcView Version 3 for a Windows-based application to assist Navy resource planners in limiting the impact of naval activities on protected island resources on San Nicolas Island, Point Mugu Naval Air Weapons Station. Methodology: The Pt. Mugu Computerized Activity Planning System (PM-CAPS) will be a "queryable" application operating through an ArcView Versdion 3 for Windows interface. It will provide data and graphic representations on restrictions for a specific type of activity in any user-specified location on the island. The user will define the type of activity and the location to be considered. PM-CAPS will compare temporal and spatial locations of resources present in the area to legal and political restrictions in order to inform the user of any restrictions or required mitigation associated with the proposed activity. Software: The application interface will be written using Avenue programming language and through internal customization options within ArcView Version 3. The purpose of the paper is to present the application and to review the difficulties associated with managing several disparate cultural and natural resources on a Department of Defense facility with limited technical resources without unduly interfering with the fulfillment of the military mission.
