Development Characterization: Depicting "Trends" for the Future

Defining Issue: The increase of urban development within the Charlotte, North Carolina region has complicated issues concerning growth management. The quality of life in Cabarrus County, which is located northeast of Charlotte, has been directly affected by development. To identify specifically where growth occurs and to forecast where development may occur would minimize this inevitable effect. GIS Solution: To effectively portray development on the landscape, building permit data, year built of building or structures data, building sales activity data, and parcel pin data are utilized in the GIS application for the time span of six years (1991/1996). The representation of different types of spatial development can aid planners, developers, and the public to characterize their surroundings. Methodology: There was no previous representation of building permit data counts, which included building use or types, across specific areas of the County. Such areas included census tracts, school districts, townships, and municipalities. This application depicts building development use (residential/commercial/industrial), building year, and the building sales locations by pin number across the county. The application reads an ASCII file(s) in ARCEDIT and adds pin locations with the attached development data. Next, the development point locations are intersected with a union coverage of any specific polygon coverage(s) of County extent. The final result would include more efficient calculations on tracking building development of specific areas. Software: This application utilizes several AMLs to invoke an editing menu interface, to interpret files, and to formulate the data spatially in ARCEDIT. Calculations of development within areas are processed in ARCPLOT. The purpose of this application is to show "trends" of development from 1991 through 1996 in Cabarrus County.
