Using ArcView in Managed Care
Defining Issue: As Public Behavioral Health Departments become the capitated "managed health care plan" for their county, they need to efficiently allocate resources.Methodology: San Bernardino County is responsible for creating and maintaining a service network of mental health providers that will ensure access for all residents, particularly Medi-Cal eligibles, throughout the geographically largest county in the continental United States. By reviewing past usage patterns and need, the Department is better able to identify areas that may require increased resources. This is accomplished using data from a variety of sources, such as departmental billing records, Medi-Cal Fee-For-Service claims, and census data.Software: Maps are created using ArcView Version 3.0 with database manipulation performed by Microsoft Access, R:BASE, and SPSS. The purpose of this paper is to show how ArcView is being used in the development and maintenance of a managed care network for mental health services, as well as to
review challenges in creating and supporting the GIS system.
