Training Who? In What? When? How? A County Government Perspective

Training is an essential part of any GIS implementation. Training in most GIS software and relational database systems such as Oracle, INFORMIS, DB2, and so forth are expensive; thus the timing and staff selection for training is crucial. County governments generally cannot afford to train multiple people; however, given today's volatile job market, they cannot afford to forego backup staff. The presentation will discuss the Chester County experiences resulting in methodology that is now being implemented in the County for staff training. The presentation will expand on the County's new approach to the who, what, when and how of training summarized below. WHO - Experience has led the County to identify four types of users who require training  The users who will not be doing any type of program modifications, customization, or enhancements; (i.e. end users).  The users who will be doing minimal program modifications, customization, or enhancement.  Managers and directors who need to know what their staff is spending their time on  Application developers and system administrators Each user group is receiving training based on their level of involvement with software/applications, availability of hardware and software on which to practice immediately after training, and time and resources that departments are willing to invest. IN WHAT - Each group of users is further subdivided based on functional criteria. The functional criteria are based on how often the user will be utilizing an application or software and on what kind of platform. WHEN - After the initial experience in the County where training was provided early in the project, the County is now providing training only when there are hardware/software and applications available for users to practice and retain what they have learned. HOW - The County has had vendor training on-site, and off-site, and also in-house customized training. The cost/benefit of each type of training will also be discussed.
