Building, Maintaining, and Utilizing a Comprehensive GIS for the Florida Department of Transportation's Turnpike District
The Florida Department of Transportation's Turnpike District is a section of the DOT responsible for managing 371 miles of existing tolled expressways throughout Florida. This responsibility includes highways beginning south of Miami stretching all the way north of Orlando. The Turnpike District also has the responsibility for planning and construction of new tolled expressways within the State of Florida.In 1994, the Turnpike District made a decision to build a comprehensive GIS to aid the process of managing, analyzing, and displaying the large volume of information used in support of planning, maintenance, and construction efforts. A process was initiated to collect and organize as much existing GIS digital information as could be found within the State of Florida. The range of the GIS data varied from State-wide databases, to regional, to city/county, to Turnpike corridor specific. The nature of the data varied as well including roadway characteristics inventory datasets built with dynamic
segmentation, polygonal data such as land use and soils, linear street networks containing address ranges for geocoding, and 0.2 meter high-resolution scanned aerial photography. After collecting sizable amounts of data, a planning process was initiated to introduce and provide delivery of the GIS's capabilities to Turnpike District managers and employees, as well as Turnpike consultants. This delivery process included development of mapping standards for all data sets, a hard-copy map catalog, a data dictionary, and storage facilities for accessing the data via the Internet or an Intranet. It also included a plan to acquire desktop GIS capability for Turnpike managers and consultants. It is the purpose of this paper to describe the data collection and organization procedures as well as the planning process for delivering the GIS capabilities to the Turnpike District. It will also include a discussion of the many proposed uses of GIS within the District's work.
