RUIS: A Successful City/County Partnership in GIS
San Diego's Regional Urban Information System (RUIS) has successfully brought GIS technology to the City and County of San Diego. From the outset, the vision of City and County officials was to develop, through a multiparticipant project, a highly integrated GIS designed to meet the needs of all activities that create or use geographic information. The RUIS distributed network now operates in over 20 different departments and divisions, providing a variety of GIS applications in critical day-to-day functions within the City and County. RUIS is an excellent example of a successful multiparticipant GIS. The RUIS implementation of GIS includes an enterprise geographic database, distributed data maintenance, an innovative organizational structure that ensures participation from all levels within the participating organizations, technical support from a not-for-profit corporation, data sharing agreements, on-line public access to geographic data, a standards committee, technical committee, user groups and a
spirit of cooperation envied by other organizations.
