An Alternative to Coordinate Conflation or Rubber Sheeting
This presentation could easily be titled "A Tale of Two Files". Two departments within the City of Springfield have been simultaneously developing two separate versions of a street centerline file for a significant period of time. In short, one file was derived from another GIS product and has excellent coordinate information but contains little attribute information. The second file is the result of several translations and generations of the first file, which has resulted in a poorer coordinate base however, this file has excellent data attributes associated with each street segment. When the needs of a project require a small scale display with excellent graphics the city uses the first file. When the need is for address matching or the display of census data, the second file is used. In an attempt to finally merge the files into a single multipurpose centerline file, the City began taking steps to accomplish this goal. The challenge encountered by the City is that the files have enough significant
differences that make traditional off-the-shelf solutions difficult if not impossible to implement.This presentation will discuss the files' structural differences, the limitations of existing coordinate manipulation tools, the solution requirements or needs, and the steps taken to accomplish the goal of precisely transferring the high-quality coordinates from the first file to the highly intelligent database associated with the second file. The solution approach will introduce the concept of a vertex attribute table and its part in accomplishing this goal.
