Using GIS To Identify Potential Sites for Proposed Correctional Facilities  Paper Text

Defining Issue: Voters approved two State-wide ballot measures during the 1994 election that will result in a substantial increase in the prison population in Oregon over the next fifteen years. To absorb this inflow of prisoners into the State correctional system, seven new facilities must be sited and constructed in the next several years. GIS solution: The State Service Center for GIS, working with DOC personnel, developed a screening process using ArcInfo to identify locations within the State that met DOC prison siting requirements. Methodology: The State Service Center for GIS provided DOC staff with plots for all site locations that met DOC defined siting criteria ranging from proximity to areas of known seismic activity to areas within commuting distance of a community college. These plots were then used to identify potentially suitable site locations that were then more carefully screened using a variety of site selection criteria. The final list included seven proposed sites and was presented to the governor for approval. Software: The analysis was done using ArcInfo (ARC, ARCEDIT, ARCPLOT, and TABLES). Purpose of Paper: To highlight the analysis capabilities of GIS with regard to identifying suitable locations on which to construct new correctional facilities.
