A Regional Geographic Data Warehouse for San Diego: The RUIS Strategic Plan

The new mission for San Diego's Regional Urban Information System (RUIS) (as adopted from the RUIS Strategic Plan) is "to establish, maintain, and promote the use of a regional geographic data warehouse for San Diego and to assist in the development of shared geographic data and automated systems using RUIS data." Our goals include use of the data warehouse by all public organizations in San Diego County including all cities, public agencies, special districts, and schools; use of the data warehouse by private companies that service the same constituents as public organizations including the gas and electric company, phone company, and cable companies; public access to the data warehouse in libraries, kiosks, classrooms, and via the Internet; to facilitate the enhancement of existing regional services and assist in the establishment of new regional services through the use of GIS; to serve as the focal point for GIS activity in the City/County and the region; and to support the maintenance and access to the data warehouse through value-added services. The strategic plan includes many components aimed at removing or reducing the burden of geographic data maintenance from participating agencies to accomplish more actual GIS usage for decision support and operational efficiency. Many strategic alliances are proposed to reduce costs and improve the quality and quantity of the data available from the warehouse.
