Environmental Assessment in Saga Plain by Taking Land Subsidence into Consideration Using Geographical Information System (GIS)

Saga plain, located in western Japan, has experienced land subsidence for almost 39 years since 1957. Land subsidence areas in Saga plain have extended to current 320 km2, and maximum land subsidence has reached 1.20 m. The 39-year, long, slow progress land subsidence has not only caused the direct and indirect damage to the plain, but has also caused a serious environmental problem, that being the flood risk increase. Flooding occurs in the area about very two years . In this paper, the spatial distributions of flood risk influence factors in the whole plain are quantified by using ARCTIN and ARCGRID models. Then the flood risk zoneation is made. An integrated GIS and two-dimensional flood flow simulation system is established. Flood simulation from 1979 to 2013 in the area is conducted by taking land subsidence into consideration. The relationship between flood and land subsidence is clarified. A quick identification system for possible flood areas are established by using AML. The results provide very important information when making flood prevention plans in the plain.
