Virtual GPS: Using ArcView as a Substitute for Address Geocoding and GPS
Defining Issue: Purchase of GPS equipment, training of equipment operators, and the simple administration of post processing issues places an undue burden on small government departments who are just beginning to spatially annotate data.GIS Solution: The Flood Recovery Program is developing an ArcView application that allows the user to identify structures from digital orthoquad images and extract coordinates from the image to georeference data.Methodology: The application uses either scanned and rectified Department of Transportation road maps or scanned and rectified USGS quadrangle sheets in combination with digital orthoquadrangle photographs of one meter resolution to provide spatial identity to various public health data associated with residences or other physical structures.Software: ArcView Version 3.0, ArcInfo Version 7.0, and ER Mapper 5.2Purpose of Paper: This paper describes the process for developing an ArcView application to accomplish geolocation of physical structures associated
with public health data. Since geocoding addresses tends to fail in rural settings, digital orthoquadrangle photographs are used to provide a suitable alternative to address matching for these rural areas. The application can also be used as an alternative to GPS for identifying features.
