Data Conversion: Platform Conversion Supports for the U.S. Army Corps  Paper Text

Tri-Service Installations and facilities managers are frequently translating geographic information system (GIS) data between multiplatforms in support of master planning, environmental, and engineering project requirements. A prototype GIS developed at U.S. Army Engineers (USAE), the Waterways Experiment Station-Integrated Automated Master Plan (WES-IAMP), serves as a test bed on system inoperability issues including data conversion between various commercial-off-the-shelf software. WES-IAMP was developed utilizing the Tri-Service Spatial Data Standards (TSSDS), Bentley's MicroStation, Intergraph's MGE/MGA, and Installation Facility Management (IFM) applications. In addition, WES-IAMP has implemented the TSSDS that includes a data dictionary; classification schemes; graphical element types, layers, level assignments, and attribute and associated values. Examples of typical facilities management design-files from the WES-IAMP project will be used to illustrate the two-step procedures for conversion into Esri's ArcInfo coverage format. The conversion of CADD (AutoCAD and MicroStation) digital data has not been addressed effectively by the Tri-Service CADD/GIS community. This paper will describe the process used to convert from Bentley's DGN file format to an ArcInfo coverage format.
