Health Care Planning and GIS: Using ArcView and ArcInfo to Model the Development of Cancer Services in the UK
Since 1993 the Clatterbridge Centre for Oncology (CCO) GIS Unit has been involved in providing information on the usage and accessibility of cancer services in the northwest region, northeast England and Wales. This information has been used to plan a major restructuring of services within these Regions. Recent government guidelines on the national development of cancer services have led to the GIS Unit being involved in attempting to model service accessibility at a national level. This paper discusses how an ArcView application has been developed to combine morbidity, mortality, population, environmental and accessibility factors. This application contains road network information and demographic data for the whole of the UK and links to an Oracle database of over 370,000 patient records and a mortality database of over 80,000 records. The paper explains how this application has been used to facilitate the strategic development of cancer services in line with the new guidelines and to support a range of
research projects within the northwest region. These projects include using GIS to research public health issues, to assist in the practical targeting of local health services, and as a means for commercial Hospital Trusts (within the UK "internal market") to define their catchment zones.
