Managing EPA's Information Resources: An Enterprise GIS Solution

Defining Issue: The Environmental Protection Agency (EPA) is committed to managing its information resources to achieve an informed understanding of the often complex spatial interrelationships of natural resources and human population. This understanding is needed to empower decision makers to protect the environment and human health. GIS Solution: In an effort to maximize the Agency's informed understanding, EPA seeks to manage its enterprise information based on a data warehouse framework. The data warehouse information resources are unified through a GIS solution. Methodology: The EPA National GIS Program has received widespread recognition for its efforts in making the Agency's programmatic data available tied to its geographic data. To do this, the Agency built a spatial data library (ESDLS), a programmatic database (Envirofacts), and a demographic database (DEMOG). They built desktop, Windows-based applications to integrate these data and to show the complex spatial interrelationships of natural resources and human population for decision makers. This solution is data centric and relies on the application. Now, the Agency seeks to deliver an information-centric solution that is not only desktop- and Windows-based, but available on the Internet through Web-based applications. To do this, the Agency is creating an enterprise data warehouse through a process of blending these data with data from multiple, heterogeneous data sources, including historical and syndicated data, to support the continuing need for structured or ad hoc queries, analytical reporting, and decision support. Software: The EPA Spatial Data Library System (ESDLS) uses ArcInfo LIBRARIAN, while Envirofacts and DEMOG use Oracle. The desktop applications use ArcInfo and Oracle/SQL. EPA is investigating the emerging technologies to implement its enterprise GIS solution.
