Siting Impact Analysis for the Folsom South Canal  Paper Text

The East Bay Municipal Utility District is studying various alignment alternatives for connecting the Folsom South Canal with the Mokelumne Aqueduct. PipeBase is a tool for exploring the impacts of the various alignments on resources such as vernal pools and other wetlands, habitat, farmland, and so forth. PipeBase uses an Oracle database to store impact events generated for the resources at three buffer distances. A resource is defined by an item and item value in any ArcInfo point, line, or polygon coverage, and alignments are defined as ArcInfo route systems. Generation of impacts for the various alignments, resources, and buffers is automated in an AML ARC tool. The tool generates event tables and an event table catalog. These are transferred into a normalized Oracle relational database. The ArcView interface to this database allows an engineer/planner to pick resources, buffers, and alignments and view the impact zones dynamically at their workstation. The user can create analysis case setting ratings and weights for each impacted resource and can apply ArcView tools for summarizing each analysis.
