Implementing GIS Applications in the Third World  Paper Text

Defining Issue: Implementation of a land records system in Lagos, Nigeria, where current records are poorly kept and the communications infrastructure is unreliable. GIS Solution: Reid Crowther has developed a PC-based system that allows query and update of land records from either a form-based approach or a map-based approach. Methodology: The Land Related Information System (LRIS) provides access to all relevant documents available for each parcel of land for a portion of Lagos, Nigeria. A large portion of the area is government owned, and the residents of these areas are subject to "ground rent" as put forth in each of their leases or subleases. As the government changed over the years, the required documents have changed form so that the database of the documents must be very flexible to the number and types of documents that exist for each parcel. For example, a parcel may have more than one lease, and each will claim rightful residence to the land. Geographic boundaries of land were derived from digital orthophotos in conjunction with various legal plat maps that were digitized. Software: The application was written using Visual Basic, Oracle, and ArcView Version 3.0. There are five deployment sites, only one of which will have maintenance responsibilities. The update of data will occur via CD ROM. It is currently estimated that the Lagos state government only collects between 5 and 10 percent of the ground rents owed due to poor record keeping. The objective of this project is to raise this percentage and thus enable the local government to better perform appropriate services.
