Linking the RELM Decision Support System with ArcView To Support Hierarchical Forest Planning

Defining Issue: Forest plan implementation activities are difficult to consult under the Endangered Species Act (ESA) on an individual basis, at one scale, for one point in time. Cumulative effects must evaluate current condition, expected rates of change, and the changes caused by the set of proposed actions over time and space. GIS Solution: The Forest Service, the Bureau of Land Management, and the University of California (Santa Barbara) have developed a PC-based decision support process that supports developing forest communications within and between agencies where public deliberations and negotiations can occur. Methodology: The Regional Ecosystems & Land Management (RELM) decision support system allocates harvest activities across time and space while meeting large-scale ecological considerations. ArcView provides a mechanism that allows interdisciplinary teams to complete site selection, ESA consultation, and mitigation activities to best meet local issues and concerns. Software: The application is written with C-WIZ, C++, Access, and Avenue. The purpose of the paper is to highlight the application and its function as well as to discuss implementation challenges that are both technological and cultural.
