From Consultant-Generated to City-Owned-Technology Transfer in the City of Oakland  Paper Text

Defining Issue: Establishing a staff-maintained enterprisewide GIS for a city with high staff turnover. GIS Solution: The tasks for maintaining the most critical and rapidly changing data sets are embedded into the maintenance interface by customizing ArcView (with Avenue) and ArcInfo (with AML). Methodology: After working directly with City staff to capture and convert the most critical data sets (streets, parcels, zoning) consultants customized ArcView and ArcInfo for specific tasks such as APN updates, parcel subdivision, and other daily maintenance activities. The customized sessions included step-by-step cartoon-like directions permanently displayed during the editing process. The GUI is so straightforward that, even with staff turnover, the maintenance process for critical layers remains intact. Software: The customized applications were created using Avenue, AML, ArcView, and ArcInfo. They rely upon client/server sessions between ArcView and ArcInfo, sometimes over a network. The purpose of the paper is to highlight the application and its functions as we review the technical challenges encountered during the implementation of a staff-maintained, enterprisewide GIS.
