The Evolution of GIS in the San Diego Police Department

Defining Issue: GIS as a valuable resource for law enforcement. Methodology: GIS has evolved into a valuable resource for the San Diego Police Department. The Department implemented its GIS system, ArcInfo, in 1989. The system was originally used purely for mapmaking. A pulldown menu interface was developed to allow analysts with limited GIS expertise to create basis maps for requests from patrol officers. As analysts developed more sophisticated GIS skills, they were able to use the system for more analytical purposes. In 1994, the Department began a major restructure of its beat geography to comply with neighborhood policing philosophies. GIS played an integral role in designing new structure and also in the massive data conversion of all police records to the new geography once the restructure was complete. In the last year, the Department has established a Web site with the interactive community crime maps. The site successfully provides citizens with more crime information than they ever had before. Implementation of ArcView is currently under way. The Department is planning for deployment of a customized ArcView application to patrol officers that will allow them to create their own maps and view crime data geographically. GIS is proving to be an excellent way to communicate crime data to both police officers and community members.
