Traffic Impact Assessment Study
Defining Issue: Traffic loads and traffic impacts and forecasted year 2005 traffic loads and traffic impacts on Ankara urban transportation network.GIS Solution: ArcInfo and TRANPLAN integration-based applications have been used in this study.Methodology: This is the first ArcInfo and TRANPLAN integration-based transportation planning and Traffic Impact Assessment study in Turkey. In this paper we present an ArcInfo and TRANPLAN integration-based application for Ankara's 1995 traffic loads and traffic impacts and the forecasted year 2005 traffic loads and traffic impacts on Ankara's urban transportation network. Increasing demand on transportation network results in high noise and exhaust emission pollution without any planning and regulations. After preparation of the Ankara City traffic network and its database, exhaust emission factors were calculated. In addition to exhaust emission factors, by using the same database, acoustic pressure levels in the vicinity of each highway segment due to
the traffic flow were obtained at the middle of each highway segment. The highway segments where the acoustic pressure level exceeds the limit where physical damages begin at the middle of the street segment were listed and marked and the buffer distances where the acoustic pressure level drops to determined limits. According to these distances, buffer zones were created. Most noise-polluted parts of the City were analyzed. The traffic volumes in the year 2005 at Ankara were forecasted by TRANPLAN. These segment-related data were transferred to ArcInfo and all the work done for 1995 was repeated for year 2005. A digital elevation model of Ankara was also produced by using the ARCTIN module and modified by using the ARCGRID module. The Ankara road network was overlaid on these real Ankara DEMs. Consequently, both Ankara's 1995 and 2005 traffic networks were analyzed not only by their volume and capacity rations, but also by their environmental impacts concerning CO emissions and noise pollution by
considering land use and digital elevation models of Ankara, capital city of Turkey.Software: The application is written using AML (ARC Macro Language) based on workstation ArcInfo, Oracle, and ArcView. The purpose of the paper is to highlight the application and its functions as well as to review the technical challenges encountered during the development and integration of the different software products.
