Photogrammetric Database Maintenance: Issues and Strategies
With the expanded use of digital photogrammetry of the past six years, many planimetric, topographic, and orthophoto databases have become obsolete. Because of the vintage, growth, and change within the data, the value to the end user has been diminished. At some point in the life of the data and specific applications, users frequently cease relying on the quality, accuracy, and content. Therefore, these planimetric and topographic databases need to be on a cycle to be updated, and GIS enhanced and a maintenance strategy developed. This presentation will focus on the numerous issues of strategies of integrating and updating planimetric data.To accomplish photogrammetric updating, several innovative solutions that reduce costs while increasing positional accuracy, feature content, and GIS topology are presently available. These solutions include soft-copy photogrammetry, change detection techniques, ArcInfo topologic processing, and metadata attribution.A discussion on how soft-copy technology is
used in the update process will occur. Data illustrations and discussions will show existing vector data being displayed in three-dimensional over the new digital photography. The discussion shall discuss reliable techniques for determining features that are new or have been modified since the initial data was created.In addition to the technical soft-copy topics, creating GIS topology and attribution will also be discussed. Specifically, the use of attributes assigned to each feature that documents various qualitative and quantitative characteristics about the data will be reviewed. These attributes are called metadata.Specific examples of several projects that have been maintained will be reviewed. These include Metropolitan Planning Commission of Nashville and Davidson County (METRO); Corvallis, Durango, and Burbank.
