Public Values as Weighting Factors for Visual Analysis-Santa Fe County, New Mexico
Defining Issue: Use of GIS to conduct comprehensive citizen-based visual analysis.GIS Solution: The scale of the project made it necessary to use public domain data sources to define landscape types.Methodology: Santa Fe is world renowned for its scenic quality. However, increased growth pressure in the area has many citizens concerned. The community has expressed the desire to first identify and then conserve its scenic resources. Santa Fe County Planning hired this firm to devise a methodology, conduct the entire process, and render conclusions in the form of a visual inventory and analysis report.This firm strongly believes in public participation and contends that local citizens are the real experts when it comes to local knowledge of scenic quality. Within a graphic information rich planning context, these citizens are empowered to make good decisions about how to rank the spectrum of visual resources within the County. This visual inventory and analysis consisted of two major parts: (1)
defining scenic quality and (2) defining visual sensitivity (visual vulnerability). The scenic quality assessment was designed to be based on public values, while expert values from the consultant and staff were used to define visual sensitivity. It was understood from the beginning of this visual inventory and analysis that a subsequent open space planning effort would utilize the visual resources identified here. Therefore, implementation of protection mechanisms was not emphasized at this time.Software: ArcInfo (GRID), AutoCAD, Photoshop, Grass, others
