Assessing the Outcomes of MPLIS Implementation: Identifying and Describing Benefits  Paper Text

For some time, we have been engaged in research that suggests three significant categories of benefits-efficiency, effectiveness, and equity-resulting from multipurpose land information system (MPLIS) development. We contend that while efficiency may be the desired outcome within agencies, the general public is interested in effectiveness and equity. Furthermore, we suggest that these outcomes are not produced until later stages of MPLIS development. We will present both theory and evidence that support our assertions and will describe the steps of land records modernization that can support these public-oriented outcomes. As justification of system expenditures becomes an increasingly important topic, we feel that an understanding of and documentation of these benefits will be necessary for the continuation of many communities' systems.
