On Development of a Decision Support System for the Lake Hula Project
Defining Issue: Optimal allocation of water among the Lake Hula wetland site consumers subject to constraints on water levels within the irrigated areas (peat and non peat soils), and water quality at the Agmon reservoir.GIS Solution: Development of a PC-based decision support system that uses the current GIS data available from the Lake Hula project in conjunction with specific on-site management tools to assist the field managers in operating the project.Methodology: The Hula Aggregated Decision Support System (HANDSS) application allows the field managers of the Hula project to use ArcView to interactively modify data sets, analyze surface and subsurface flow regimes using GMS (Groundwater Modeling System), and interactively decide for different options of water allocations, using on-site specific management tools.Software: HANDSS was written as an end user application using Visual Basic, ArcView, GMS, and MapObjects. The purpose of the paper is to highlight the application and its different
functions, as well as to review the technical aspects encountered during the development and implementation of such a project.
