The Development and Implementation of a BMP (Best Management Practice) Plan for a Storm Water Project Using GIS Technology

Many municipalities are required to determine the annual pollutant loads for Counties or Cities in order to develop a best management practice (BMP) plan to reduce the pollutants for the areas. It involves the tasks of estimating the pollutant loads for the areas; identifying the sub-basins and associated land use in which BMP pollutant reduction factors are to be applied; and determining the "best" BMP based on the relative comparison of different sets of BMP factors. For many years these tasks have been performed manually with the aid of textual-based statistical software. A recent surge in geographic information system (GIS) and related technologies development presents important new opportunities for pollutant load analysis and control. This paper discusses the use of GIS technology as well as IS system integration for pollutant load analysis and BMP applications. The BMP GIS application that is described in this paper utilizes ArcInfo to allow the user to do as-if scenarios far more efficiently than the traditional method. The physical data (such as subbasins, land use, and soil) as well as the quantitative data (such as rainfall and pollutant load characteristics) are organized into regions, which makes the report generation for the analysis on the BMPs extremely fast.
