Utilizing ArcView Extensions in the Municipal Environment
The City of Visalia, a largely agricultural-based community in central California of about 90,000 people, has been developing an enterprisewide GIS for a number of years. This paper will report on the evolution of the City's implementation of a GIS program, focusing on the recent and continuing development of ArcView custom applications. The City has contracted with Esri Implementation Services to develop a system of ArcView applications that emulate and enhance the in-house designed menus and macros built using ArcInfo AML. Special considerations were given to system security and the creation of user-friendly browse and plot routines. The user environment is controlled by an object database (ODB) that contains a predefined profile, unique to every authorized GIS user. ArcView extensions can then control the look and availability of data, while maintaining system security in a user-friendly environment. Output is provided through a system of custom plot templates that allow the user input control
without directly accessing the ArcView layout routines. The result is a set of ArcView applications that the casual, as well as the experienced, GIS practitioner can utilize with minimal training. The City of Visalia has found this to be an effective way of delivering a multidepartmental GIS to organizations with many different spatial information needs.
