A Web GIS Approach to Regional Economic Development: A Case of the Beijing-Kowloon Railway in China
Traditional investment environment evaluation focuses on macro factors such as government stability, restriction, and red tape. The introduction of GIS into this field provides investors and local government decision makers with more specific information on investment location. In this paper a Web GIS-based multicriteria evaluation support system for investment evaluation is presented. The intention of the system is to develop an analysis environment to support various investment researchers and investors and to allow users with different experience to find their own answers, which may be different. The main objective of this project is to introduce a new information support system for regional economic development. Major functions of this system include (1) multimedia information access through the network systems and (2) multiple factor evaluation based on the Internet geoprocessing module of this system. In this paper, major components of this system and their functions will be discussed including
four servers (catalog server, geoprocessing server, data access server, and computing visualization server); the graphical user interface developed with HTML and Java; and the database, model base, and model object manager. This system provides an advanced supporting system to investors who would like to find out the latest information on particular geographical regions where they have never been or they have not visited recently. For the prototype developed in this research, users who are interested in the investment environment in those areas of China can remotely access to the system through the Internet for mapping out the information retrieved. The local governments in China can also through this system learn the assessment of foreign investors about the investment environment or related regions.Key Words: Internet, investment environment, multimedia, Internet geoprocessing
