RiskMAP: The Next Generation of Environmental Risk Management and Emergency Response Planning

Cultural changes are currently taking place in government and industry as strategic environmental management (SEM) takes root. SEM focuses on (1) identifying high-risk activities, (2) performing risk assessments, (3) identifying and evaluating risk reduction strategies, (4) assessing emergency response capability, and (5) managing incidents when they occur. This systematic approach is being prompted by a need for cost-effective use of limited resources and the identification of commonsense, practical solutions that can be successfully implemented. GIS is ideally suited for addressing these considerations. Multiple data layers representing transportation networks, populations, environmental land uses, emergency response units, political boundaries, fixed facilities, and so forth, must be integrated into a seamless system designed to support planning, analysis and implementation. This presentation will reveal the progress that the California Highway Patrol has achieved in their risk management activities by using HazTrans, a product integrated with ArcView. Additionally the CHP will be testing RiskMAP, a MapObjects-based product, representing an integrated system of databases, maps, analysis modules, and management reports. RiskMap capability will be demonstrated through real-world applications illustrating its use in supporting environmental risk management and emergency response planning.
