GIS in the City of Indianapolis: A New Paradigm in Public Sector Management

The City of Indianapolis and Marion County, Indiana, have long been recognized as leaders in multiparticipant GIS projects as a result of their innovative and award-winning IMAGIS program, one of the first multiparticipant GIS projects. Initiated in 1985, the project was ahead of its time. The project database was completed in 1989. In the years that followed, factors including changes in leadership and technological innovations created a situation in which the City's GIS investment was not being leveraged to its full potential. In late 1996, the City did not have full executive or user support for ongoing GIS deployment. In fact, the City had fewer than two dozen regular users of the GIS technology. This paper discusses the ways in which Convergent Group/UGC Consulting, in an overall system management capacity, and Esri are working together to help Indianapolis dramatically change this situation. As part of a large-scale reengineering initiative, Convergent Group will deploy Esri technology and Esri-based applications on more than 1,000 City employee desktops over the next two years. The model with which this deployment is being achieved will be discussed, and also the applications being developed, and the tools being deployed to develop, maintain, analyze, and report critical data required daily by City/County organizations, while also providing enhanced data access to the public and business community.
