Public Works Coordination in the City of Santa Fe de Bogota
Defining Issue: The capital city of Colombia, Santa Fe de Bogota, D.C. has a population of 6 million and generates 21% of the Gross Internal Product of the country. The city has an annual budget of 2.000 million dollars, of which 140 million is invested in public works. This management requires a great coordination of all the different information levels within the companies of public services, some of them semi-private and others governmental organizations with local coverage, such as water and sewage, electric power, telephones, natural gas, telecommunications, urban development and public works secretary, and demands a huge budget which at execution causes uncomfort to population when affecting areas of public use.GIS Solution: Using some levels of the digital map and tools of ArcView for PC, administration and a best programming of the projected works for the capital city are pursued through a centralizer entity achieving harmony between planning and development of the city and
population.Methodology: There are different kinds of public works executed in the city taking it to their interference, complementation or some having a priority looking for the solution through the following procedures:- Georeference of each work integrating it into a database correspondent to the programming of its execution- Identify all works overlapping in space to take actions of reprogramming on time- Look for alternative solutions establishing priorities and getting consensus among participating entities- Produce final carthography and chronograms of projects of work executionSoftware: Application will be developed using the ArcView module, which can be installed on a pc or in a graphic station doing the interface with Microsoft Project in such a way that a quick question could obtain both the graphic and alphanumeric parts, allowing taking of immediate decisions.
