Land Registry Automation: Effectively Using GIS, Workflow, and Digital Scanning Technologies - A Nova Scotia Case Study
The traditional role of land registries is evolving. There has been a shift away from registries acting as simple paper repositories to automated agencies that electronically capture critical data and allow for the sharing of information between different land agencies. The Land Records Management Infrastructure (LRMI) project currently underway in Nova Scotia is one example of this type of shift and the increased importance of integrated systems that utilize GIS. Tools available with simple document management systems include workflow and digital scanning technology to enable land registries to automate business functions. However, the added power of GIS offers users a visual representation of land parcels to aid in the identification of land parcels-associated documents. Integration with GIS also helps to identify and correct inconsistencies between property descriptions and survey plans, allows for selection by property on the map to access all associated attribute information, and allows for the
creation of ghost parcels prior to subdivision approval.This paper will present an overview of the Nova Scotia LRMI project with special emphasis on the NovaLIS tools used to automate and integrate the Nova Scotia Land Registry and GIS system with other land agencies.
