The NovaLIS Cadastral Editor: Enhanced Data Input, Editing and Maintenance Tools Enabling the Conversion and Geo-Rectification of Land Valuation Maps - A Jamaica Case Study
The Jamaica Land Titling Project (JLTP) is developing advanced land information management solutions in three departments of the Ministry of Environment and Housing: (1) the Lands department, (2) the Office of Titles, and (3) the Survey department. These solutions are aimed at enchancing internal efficiencies, improving access to land-related information, and maintaining land-related records in an up-to-date state. A key mandate of the JLTP is the development of a digital cadastral fabric to support the business needs of the consumers and managers of land information.As part of the project, NovaLIS Technologies Cadastral Editor is being used to construct the cadastral fabric. The Cadastral Editor is built as a layered product integrated with ArcInfo's ARCEDIT module. The database operates on ArcInfo data sets and is designed around a "master cadastre" concept, where different types of land interests intersect to form atomic land interests.This paper will present an overview of the project, with
special emphasis on the steps involved in digitizing over 20,000 parcel maps that will be used to form the cadastral base in Jamaica.
