Using of GIS Technologies in Environmental Management in Ukraine
Today's stage of the GIS technologies market development in environmental management in Ukraine is characterized by the understanding of their importance and the necessity of their wide employment on all control levels in the system of various state departments and self-administration agencies. Thus, the Ministry of Environmental Protection and Nuclear Safety of Ukraine (MEP Ukraine) is considering the possibility of using the GIS systems of various firms: SPANS, MapInfo, Esri, and so forth.Our experience of using Esri's GIS systems in the project of the atmosphere's air quality management showed the advantages of using GIS technology, allowing the connection into integrated informative complex the data about technological and productive process, cleaning equipment, characteristics of hazardous substances and analytical (calculated) models of their dispersion in low levels of atmosphere. According to conclusions of the MEP Ukraine, this system corresponds not only to today's, but also to perspective
demands for automated program systems concerned with consequent integration of the Ukraine into the worldwide community. Such integration requires transition to the international legislative and standard base, the use of admitted calculating algorithms and models, and informational technologies of environmental data processing. In our opinion, the development of informational systems in the sphere of environmental quality management must be on the way to provision for the end user, management specialist(s), maximal sets of functions and abilities, wide using of acting in this sphere software and data bases, technologies of the distributed data processing, and Internet/Intranet.Having important advantages in comparison to competitive software, GIS from Esri allows us to realize the possibilities of powerful high-productivity systems, even for low qualified end users on the acceptable by cost PC platforms, reserving the possibility of smooth transition to more productive platforms based on RISK processors,
and allowing vertical system development for solving problems of different management levels (enterprise-industrial region-country).
