TURKISH LARGEST ELECTRİCİTY DISTRIBUTION SYSTEM AM/FM/GIS PROJECT

TEDAS; Turkish single authority for electricity distribution around the country, has selected ELTEM-TEK for load forecasting and master planning studies for the period 1996-2020 and to implement city-wide AM/FM systems for Turkish cities BURSA, KONYA, GAZIANTEP and ESKİSEHİR, territories of intensive industrial, commercial and agricultural activities.

TEDAS's expectations from the AM/FM project was developing a system for city wide electricity utilities to help them for data collection, data management, data manipulation, data presentation and to provide them with electrical engineering analysis tools for both medium and low voltage distribution network.

ELTEM-TEK is the most eminent engineering and consultancy company of Turkey in the fields of generation, transmission and distribution of electrical energy, During the AM/FM project ISLEM GIS (the Turkish Esri distributor) and RZK GIS (GIS and AM/FM solutions provider, engineering and consultancy company) supported ELTEM-TEK. ISLEM supports Bursa & Gaziantep and RZK supports Eskisehir & Konya projects.

RZK GIS rendered the consultancy and engineering services for producing city-wide base maps, distribution system plans and circuit diagrams, distribution system equipment databases using ArcInfo and ORACLE in Eskisehir and Konya. All graphical and non-graphical information are stored in a geographic data storage facility (ArcStorm) to use them in a Client/Server structure. Sophisticated Electrical Engineering analysis tools are developed using AML (Arc Macro Language) such as Short Circuit, Load Flow, Voltage Drop, Switching during the project. SunSparc workstations and PC's were part of the Client/Server system.

PDLC, Project Development Life Cycle and the results obtained from the project will be discussed and explained in this paper. By that time the utilities will have been using the developed system.


PROJECT DESCRIPTION

Turkish Electricity Distribution Company (TEDAS), which is a monopoly in electricity distribution in TURKEY, has selected ELTEMTEK to make master plan for 4 big cities together with the implementation of ArcInfo automated mapping/facilities management/geographic information system (AM/FM/GIS) applications and services, acquiring the latest in GIS technology that will start the new approach in facilities management in utility operations.

ELTEMTEK, which is professional engineering firm in electricity operations, chosen RZK, professional in information systems, as a partner for implementing the AM/FM/GIS system in these cities.

During 18 Months project period, ELTEMTEK and RZK produced 533 1:1000 scale base map and 533 1:1000 scale medium and low voltage distribution system maps for KONYA, and 266 1:1000 base maps and low and medium voltage distribution system maps for ESKISEHIR. Related base map information and distribution system equipment information is produced using ORACLE Rdbms management system.

PROJECT DEVELOPMENT

During the project ELTEMTEK worked on the master plan and RZK worked on the design and organization of AM/FM/GIS project database generation and implementation of RZK's Distribution System Operations Package DSOP. Distribution System graphic database and the related attribute informations database are generated simultaneously to decrease the database generation time by means of ArcInfo and Oracle Rdbms. The generated uniqu identification numbers both in ArcInfo and Oracle makes it easier to integrate them later. Also During the project all maps are transformed into UTM coordinate system from the local coordinate system using the GPS coordinate values taken from the land survey.

One single database to store and analyze the data is preferred for system users. Hence Arc-STORM is used for multiple user system to produce seamless database for system users this will help them to become more efficient and competitive in the future.

During the physical database design to system architecture to physical and logical database design, these integral components were completed in record time. ELTEMTEK and RZK personnel produced the distribution system maps and information both from paper maps and land survey. Data are transferred to the system by means of Oracle Rdbms and ArcInfo.

ArcInfo software is obtained from ISLEM, local distributor of Esri in TURKEY, required ArcInfo, Database conversion, Oracle, Network and produced distribution system programs training are given by RZK staff.

With the software implementation and trained employees in place, GIS will be up and running in cities in the 3rd Quarter of year 1997. The AM/FM/GIS system will be used for design and operations of distribution system at an enterprise wide scale; engineers, designers, technical clerks, and right-of-way agents utilize the GIS for a number of tasks.RZK supplied its Distribution System Operation and Design Programs, which are developed under the Arc-Tools user interface and Arc Macro Language.

DSOP DISTRIBUTION SYSTEM OPERATIONS PACKAGE

Analysis Packages over ArcTools User Interface

RZK' s Distribution System Package DSOP is an engineering analysis package for the utility's entire distribution system network that lets the personnel analyze many aspects of operations, including load flow, voltage drop, short circuit, and network switching. Programs are grouped as low voltage distribution system programs and medium voltage distribution system programs.

Medium Voltage Distribution System Programs are :

1) Voltage Drop Analysis

Calculates the voltage drop over the radial configured medium voltage distribution system network for present status and in case of adding new transformer centers, loads or cables. System produces hard copy output both for analysis results over area map and in tabular form.

2) Power Loss Analysis over Distribution System

Program calculates the total power loss over cables and checks the suitability of cables for determined load over them.

3) Load Flow Analysis

Finds the power flow between centers and loads and gives chances to the utility staff to tune their system.

In case of outages, utility personnel easily determines the affected area by means of this utility package.

5) Short Circuit Analysis for Medium and High Voltage Distribution System

This program will be used for insulation coordination and equipment selection in high and medium voltage distribution system protection equipment selection.

Low Voltage Distribution System Programs are :

1) Voltage Drop Analysis

Calculates the voltage drop over the low voltage distribution system network for planning and operation purposes.

2) Power Loss Analysis

Calculates the power loss and cable suitability for possible power flows over cables.

3) Switching Analysis

Utility personnel easily determines the feeder areas of each low voltage feeder using this package.

Distribution System graphic database is in ArcInfo and related distribution system equipment database is in Oracle Rdbms. Since it seams two different system, utility personnel never feels this. All of the additions to the database and updates to the database either graphic or tabular are done only from the Arc/tools user interface and utility staff never tried to use 2 different system for one purpose.

CONCLUSION
Since the actual project timetable 18 months and many of the people may say it is enough for this kind of AM/FM/GIS projects, Reality is not so. Up to that time there were no data in digital form in these cities, also there were no educated people. And there will be no data related with the distribution system equipment in these cities either in tabular or in map form.

Eltemtek first tried to realize the master plan and AM/FM/GIS project itself, but after 12 months later there were only %20 of the project database created and there were no programs produced for utility operations. RZK comes on this point and both completes the graphic database creation, tabular equipment database creation, establishing the connection between them, producing the DSOP package and gives the required education to the staff in the remaining 5 month period. This shows not only the RZK' s success also the capabilities of the ArcInfo and Oracle software.
