Redistricting Enumeration Areas and Defining the Organizational Structure of the 1995 Census Paper Text

Redistricting of the enumeration areas was made, in principle, according to the voting areas (polling district contained within statistical areas) because of the similarity to census requirements regarding geographical features and population size. In all instances where the polling district did not provide homogeneous enumeration areas, in terms of population size, a redistricting process was undertaken. This was based on population data (at building level), as recorded in the Population Register file. The amendments were made according to population estimates for statistical areas.
