Public GIS - Data Release Pilot Project: GIS Mapping the Way for Better Decisions Paper Text

One of the most difficult obstacles for beginning GIS users is the initial acquisition of spatial data. In order to increase the use of GIS State-wide, the Delaware Coastal Management Program (DCMP) initiated a public GIS data release project of thirty-two geospatial coverages on CD-ROM and using Internet Map Server. This was the first formal effort of the DCMP to achieve their goal of making digital data available to the citizens of the State of Delaware who have interest in environmental issues. The cost, user base surveys, benefit analysis, and political opposition to this approach will be discussed, as well as a brief demonstration of the data sets and uses that have arisen as a result of this release of State-wide data.
