GIS Applications Development in Heterogeneous Computing Environments: A Tool for Community Policing Paper Text

The integration of crime analysis and GIS provides a powerful analytic tool increasing the value of criminal justice records. The Crime Analysis Program and Event Reporting System (CAPERS) was developed for law enforcement professionals to use GIS in decision support and understand relationships between crime and geography. This paper outlines developmental processes and integrating legacy systems into GIS technologies. Information includes methodology for conversion of existing, legacy databases into GIS formats; integration of events with geodata layers; defining methodology for identification of spatial/temporal patterns; and visualization of results. The development environment employs UNIX, Windows, and AS400 platforms and multiple protocols and techniques that include DDE, RPC, and RDBMS communications.
