Land Registration in Ukraine

Land reform creates tremendous challenges and opportunities for Ukraine as well as for investors and industries involved in land reform and the resulting real estate markets. The Ukrainian government has embarked upon land reform to develop an effective and transparent registration system that guarantees access and security to title, a real estate finance market, and a market-oriented tax system. The ability of Ukraine to develop land registration systems is restricted by a lack of data and systems for managing land transactions over time. Further, the sheer scale of data gathering and systemization required is enormous and requires new and innovative methods of land registration. ILS has developed such an approach for Ukraine that utilizes high-resolution satellite imagery and an innovative software solution (LandRegister) that integrates MapObjects. LandRegister is a robust spatial data handling software integrating the latest in client/server technology with spatial tools, all of which deliver a powerful yet flexible solution for land registration.
