Power to the People: GIS at the Board of Elections
Tobin BradleyThe Mecklenburg County, North Carolina, Board of Elections and Mecklenburg County GIS have implemented BOEGIS, a series of ArcView GIS and MapObjects programs designed to make demographic analysis and decision making accurate, efficient, and cost-effective. A single precinct split, which formerly took over 800 hours to perform, can now be performed in less than two hours at a cost savings of close to $25,000 (on average over $100,000 annually). Other functions of the interface include redistricting, dynamic queries, and citizen access over the Internet, all in an interface that is easily accessible to the nontechnical user.
