Nightmare: The Henrico County Experience in GIS Platform Procurement Paper Text

Henrico County, Virginia, is an urbanized locality just north of the City of Richmond, Virginia. We began the implementation of a multiyear, multiparticipant GIS program in January 1997. Our first effort was to identify a GIS software platform. This effort would allow us to determine the hardware and software package to be used. This would provide a basis to initiate training and to specify the format of deliverable GIS products. Unfortunately, the procurement process was not smooth. This paper outlines the difficulties that we experienced over a period of ten months. Here are the do's and don'ts. Also learn what happens when one of the unsuccessful offerors decides to take the low road. Finally, learn how Esri helped us survive to tell about it.
